As a matter of interest, what is the purpose of the assessment:
1. Personal Development/ Professional Development of the Project Managers,
2. Benchmarking against nominated criteria (eg levels or HR/ Position related)
3. Assessment of Project Management capability (which is different to the capability of the individuals)
4. Alignment to project allocation/ resource management
5. Other
Each of these may need to consider different factors.
