Assessing project manager competency can be a very valuable process for many organisations. That said, in some cases, even though the assessment has been done, and what needs to be done identified - nothing happens. In many cases it is because what needs to be done is suddenly seen as a real cost, rather than an aspiration.
The consultancy company I work for does competency assessments, and we've seen the various reactions of a number of companies.
