What importance does the project manager have for the process manager (or otherwise) in projects related to the implementation of organizational processes?
In an organizational process implementation project, is there a need for a project manager? Or is it only the process manager needed for project success? Both are needed? How important is each one?

I believe the need for a project manager really depends upon the time and effort the process manager can dedicate to the project. If I understood you right, the process is not implemented yet, so if the designated manager has not other processes under his responsibility, he could manage the project. If he has other responsibilities, it would be better if he assumed the role of project sponsor, since the implemented process when implemented will be directly under his responsibility.
