Ground Zero Redevelopment

As reported in gantthead's "Project Management in the News" there has recently been conflict between the architect and developer of the ground zero redevelopment project in New York. The project sponsor will very often influence how issues are resolved. Who do you think would be a good project sponsor for this very significant redevelopment project?
