Which best practice to follow for defining top management milestones ?

Example,
1) Start of the project,
2) Start of high level design,
3) End of high level design
4) Start of low level design,
5) End of low level design,
6) Start of integration tests,
....

As far as I am aware, milestones are not defined by start and end dates but they have a target date (You can consider it end date).

hmmm, it seems a bit unusual but from my perspective the Start Date could be a Milestone on its own and also the End Date, right?
The question is, what do you want do define as a Milestone. Usually there is a result to hand over to next phase or the ending of a phase (may be performed by formal acceptance meeting; quality gate or whatever ...).
So, Ramie is right, usually you do not define Start Dates of any Phases as a Milestone unless there is no formal acceptance necessary by steering board for instance.

Tiago, you especially asking for top management milestones; i do assume that this top management has to decide at this milestones if the project has to be stopped or to be continued or if the next phase could be started or so.
So you should think about what this special "quality gates" could be.

Agree with Rami Milestone are more like End Date or target dates. So I would see you list more like

1 - Get the go for the project (contract sign)
2 - Get final specification for the project (you can start high Level design)
3 - High Level design complete
4 - High Level accepted (now you can start low Level design)

4 - High Level Accepted it's a good.
In fact i have several specifications (from different (3) suppliers). One of the suppliers will consolidate the documentation and produce the final version. Thus i have
Get final specification from supplier 1
Get final specification from supplier 2
Get final specification from supplier 3
Customer acceptance of spec 1,2 and 3.
Produce the final (consolidated) specification
High level design complete

The start or end of a stage or phase is not a milestone. Your milestone should recognize completion of deliverables. I don't care to know that the testing phase is completed. I'm interested in knowning that the product has been tested.
