Answer: It is very difficult to prevent others from multi tasking, rather you need to try to minimize that happening. Agreeing some team rules is important and can help. At the start the meeting along with the housekeeping tasks remind people what the rules are, such as
1. about phone being on vibrate (I unplugged my desk phone today so it would not ring) If you must take a call then let the chair of the meeting know that is what you are doing

Not sure if this is a co-operative/collaborative database or corporate database.
In either case if there is not shared repository that people have access to makes things harder - but it doesn't need to be a database. it might be access to physical records or shared files electronically.
Preventing problems in these cases means you and your team knows who has the responsibility for a document and is the owner and make sure they now where to get the information from. Communication planning (including who needs what information and who the contact for it is) becomes even more important. Saving Changes...
