It is a combination of some individuals being uncommitted and at the same time improper communication. Milestones & target dates for certain critical things should be communicated clearly to everyone and follow up should be done frequently. Saving Changes...
Some project management gurus, like Neal Whitten, actually suggest we should plan for procrastination, rather than try to root it out.

The point is: it does not matter. What matter is you have to conduct a team to achieve the objectives. That´s all. All the other things that belongs to some theories maninly psicological theories and unfortunatelly some people uses to sell more things to organizations can be taking into account but your focus is to create a team for a group and that means to lead the team to get the objectives.

Getting others whom do not work for you to do stuff - not always an easy task. Sometimes it is not procrastination, or laziness, it is clear passive-aggressive behavior. Transparency with clear communications and expectations may help, or candy :)
