Getting others whom do not work for you to do stuff - not always an easy task. Sometimes it is not procrastination, or laziness, it is clear passive-aggressive behavior. Transparency with clear communications and expectations may help, or candy :)
Procrastination has no place on a project, otherwise milestones and deadlines can not be met.

Add a lot of milestones in between. It mitigates the procrastination to a tolerable level.

Thank you Nehru N for your input but, maybe I'm not understanding properly, are you suggesting adding non-relevant milestones in a project plan?
Or maybe your suggestion is schedule checkpoints with your team members to avoid the procrastination.

I think a good friend of procrastination would be lack of motivation.
Has a PM you can work on a big part of what motivate people, but there is the other part, done by corporate line manager.
Also is procrastination, trigger by insufficient or lack of information (input). Saving Changes...
