In my opinion procrastination comes from an individuals perception,characteristics,attitude,etc,etc...in short from his personal habits about working. So to eliminate it completely will be difficult,as we are talking here about changing that person's characteristic. BUT surely this is not impossible.
1. Communicating the expectations with end date to all stakeholders so they know what is expected out of them and when
2. Mentioning the repercussions if not done on said date, so they what will happen if they dont do it on time
3. Publishing the RACI on time and keeping it updated, this will mitigate confusion among the team members
4. Status update calls/meeting on regular basis to keep team on track.

@Saurabh, thank you for your comments, yes, is not impossible. Your points are all clear, and from my point of view, are linked to how we manage communications and stakeholders.
1. Ensure Team understand the Project objectives, criticality and milestones
2. Increase the communication - review meetings, status updates, risk reviews, ensure all are active participants in the discussions
3. Engage the team members in other activities as well.. like include organizational events, employee engagement tasks.. thus they should get a feel that they are being considered well
4. Keep the motivation factors ON-- Recognition, highlighting the recent success deliverables to Senior management.

Thank you, Naomi, for your comments, sometimes when my team members performed routine tasks, is not easy to keep themselves focused on the goals or objectives. I've worked with other managers that said that my team was procrastinating or in "mode laidback"
I've worked trying to stablishing alternative paths in repetitive tasks that I expected allows the temptation to look for entertainments.
There are lots of ways to approach an article on the topic;project management is all about repeatable and consistent best practices in your organization that produce expected outcomes and results. Procrastination always does not give negative results some times it may provide opportunities to come up with better solution which was never thought earlier
it depends on situations and still requires to manage the "Project Management Triangle" Saving Changes...
