Currently in a new position, and I am responsible for establishing IT project governance and establishing quality review guidelines, measurements, and standards that monitor and influence project portfolio management such as reporting and project definition. Any suggestions on where to begin and best approaches on moving forward in this endeavor?

I would start up with mapping the current situation as good as possible with all current guidelines and policies. Ofcourse if you already have done this, then it is a totally new situation- but without knowing your status of your project, this would be my starting phase.

A good place to start is to read up on CMM. Using the maturity model as a guide you will be able to contrast your environment with an authoritative source's definition. While you may not want to achieve a level 5 of maturity you most certainly will want to reach level 3. I suggest you do a GAP analysis between your environment and level 3 CMM as a starting point.

Good responses. Could be that you'll find the gap between current process and CMM 3 to be vast. Aligning Governance with Executive vision (IT and Business) is important. While executing the GAP, understand the organizations vision/strategy. Then out of the GAP, present in priority/risk view to the Execs to determine where their passions and priorities align. Culture and current capability level will have an impact on how rapidly you can ramp up. Good Luck!
