Architecture Team

Our government agency is moving to an architecture team approach to new projects. This change in approach has caused some problems ie. suddenly IS is taking over some parts of the project that typically would be done by the Project Manager assigned from the business side. Information gathering for the purpose of identifying requirements of the project is one of the pieces that seems to have changed hands. This is not logical to me as the business side has the knowledge to understand how these requirements fit into the bigger picture on the functional side. Has anyone experienced this changeover and how is it structured in your environment.

Just because the project manager was assigned from the business side does not mean that that's a better way of getting requirements from those who actually know what is needed. More direct communication between the real source of requirements and the people who have to work with them seems, to me, to be a good thing. The PM should play the role of facilitator in these activities, not be the source/funnel/screen of such communication.
