A : not all stakeholders will be in role/position to review the list of project requirements.So they all will not be interested.
B : Inviting stakeholders to meeting opens the door of questions and concerns they have, good way to get them involved.
C : Its a passive way, not sure if they will go through the report and revert.
D : This will make them least interested if you are giving them only updates rather than involving them in decision making as well.
So I will go with B Saving Changes...

As for "PMI examination"-like questions focus on the question and the given choices. Real life could be different, e.g. a mixture of the possible answers or a completly different one, depending on your environement, your needs and experience and, last but not least, in this case on your Communication Plan.
