I know that this is not appearing as quickly as you might have liked, but . . .
IN the UK, from an organisation called OGC (which used to be known as CCTA) there is a project management methodology called Prince2 (prounounced princetwo).
It doesn't really have a 'charter' in it, but it does have a good list of 'steering group' responsibilties, which is a good place to start!
