In my experience Risk Register is not enough, it is perhaps the most important document because it has the relevant information. I use a file for each of the risk I need to develop and implement a response because it is not acceptable and I need to reduce either probability or consequences in detail.

I agree with Carlos. You have a lot more than just risk to control during execution. Few organizations have the luxury of having a risk management tool that integrates all associated risk register information: RBS, risk response, contingency plans, fallback plans, ...

Without such the tool, the risk register becomes mostly a list of risks. You need to keep tabs all other related risk information.

A risk register is a must have but not sufficient for an optimum project control. Perhaps in cases of small projects or projects that are very similar to previous projects, it might be sufficient to have a comprehensive risk register with risk owner, corrective and preventive actions, etc. which is reviewed/revisited periodically during project execution.
