From my experience with a couple of local (NoVA) systems integrators Process Max is an effective risk management tool out of the box and you can easily customize it. Do you have a current risk management process that you think the tool won't support? We used the tool to support management of projects under the SW-CMM but I don't see why you couldn't use it for other risk management purposes.
Regarding knowledge management, Process Max gives you a flexible repository for all sorts of artifacts, with a structure you can define yourself, as well as pretty cool search functionality to find what you're looking for. What again are you looking for under knowledge management - it means many things to many people?
