Dear Andre, great post. It can be very difficult to manage cross-functional strategic projects with respect to authority and accountability. Three ideas come to mind. First, establish an agreed to project management process. Be sure to include such things like a RAM matrix, work packages and work package lists, and key team member sign-offs. This establishes and helps to manage project accountability. Second, establish an agreed to portfolio management process including authority, for review of the projects. Don't worry so much about getting it perfect on the first try, because thirdly, provide a process improvement step so that on-going feedback and process improvement suggestions can be incorporated into your mutually agreed to processes. We have a number of clients in situations very similar to what you described that have done this. I would be happy to put you in contact with some of them.
