When we compare Scrum Roles with Project Manager Role as understood by PMI we have some differences. For adaptive projects scrum recommend team taking care of their own management , so team is expected to do task breakdown and do monitoring of tasks, in general project management context , PM is expected to do it. The Product Owner Role of Scrum does the management of stakeholder expectations. Coaching , training and Mentoring team is done by Scrum Master. So the PM role is divided in three roles. The first thing to do is stay clear about what SCRUM Master role means inside the organization. And obviously project manager role too. It could be sound trivial but believe me that you could surprise. After that, I have to say that the business analyst role is on charge of managing stakeholder expectation. But here comes other item to be taking into account: business analyst is a role. So, the SCRUM Master, could be considered business analyst role?. If you take the common accepted definitions is not. Product Owner matches better to business analyst.

It is the responsibility of both. For example, the Scrum Master should ensure the team sprints aren't interrupted but the project manager is likely the person managing expectations for executive-level stakeholders.
That said, I believe the project manager is accountable. The buck stops with the PM. Saving Changes...

Here's a good tip:
In Scrum everything is different. Officially, scrum only recognizes three roles: the development team, scrum master and product owner. The product owner is responsible for understanding what stakeholders require and for channeling their voices.

It depends how the project manager has organized the project, and your stakeholder management plan. In my project, I act as both the PM and the SM, and I liaise with the Product Owner about expectations during the sprint. It sounds like you need a RACI for your project.
From the Scrum perspective, the team should be committing to what is delivered in the sprint, and the Product Owner has the responsibility of coordinating with the other stakeholders. Saving Changes...
