When it comes to introducing a new Cloud Based Application into the organization which group or team should be the most influential?

1) IT Security Team
2) IT Architecture Team
3) IT Operations team

Alternately, should it be a collaborative effort?

Collaborative is the way to go, as it will bring the best of all the teams. Also with all this teams a lot of know how will come in and experience of each team will enrich the cloud based application. But the moderator needs to do a good job.

In addition to the 3 listed, you would want to include Legal.

Overall, its a partnership amongst the teams.
