When it comes to introducing a new Cloud Based Application into the organization which group or team should be the most influential?

1) IT Security Team
2) IT Architecture Team
3) IT Operations team

Alternately, should it be a collaborative effort?

The question is not how influential or who is the most influnential of the teams you have mentioned. For a successful business process or change, each area of the business that have an impact towards the objective, however, the area of the business that has the highest impact due to change, is at the focal front of the initiative

Yes, I feel the term ""influential" here has several meanings. IT security and Ops will have a very much controlling role, while the business change team, training team and others would be driving value around the implementation.

Projects for the deployment of cloud-based systems are a major area of current interest to me, they are changing the whole landscape in many respects, not least because it is very difficult to control their implementation. Is anyone else seeing this too?

All groups needs to be involved, absolutely. This depends on the main reason why choosing Cloud, but if you're thinking of using Cloud for an Agile project, you might want to get the developers on board, too.
