The construction part of my company does not fall under me for project management but they are looking for a good pre-construction estimating tool. Currently they have not found anything that lets them high level budget and then put in the more detailed pieces later. Any input would be appreciated.

Else If you have got enough historical data:
try Rami's way, that's analogous estimating
Else If you have experienced people:
try to use their expertise, that's expert judgment
Else:
try to get more information internal/external
