Resource Scheduling - Productivity Standards

I am looking for any current industry benchmarks for software developer productivity. Our current model is to assume 65% productive time from an associate (because of PTO, training, etc.) and 90% productive time from a contracted developer. Is anyone aware of any articles that substantiate these figures?

Based on what I have read and heard software development productivity ranges from 2 to 6 hours in an 8 hour day. The 2 hour number comes from the data that Watts Humphrey collected when training organizations in using the Personal Software Process (PSP).

The 6 hours a day is as low as any manager was ever willing to schedule at. Even when I had data to show 4 hours a day was more realistic.
