Web based project management

Can anyone recommend a web based project management software that provides document storage/tracking, security access, automatic tema member notification, etc? Oh, also that is not really expensive. Targeted use for the software is management of construction and design. All contractors would use the Web-site for communication and collaboration.

The problem you describe can be solved with the solution called Wiki in general. There are several different breeds, we use PHPWiki and Tikiwiki. I would recommend Egroupware as well.

Its designed specifically to work over the web, but has a "thick" client. Well worth looking at.
