Request For Services Process

Has anyone instituted a Request for Services Process for IT as a means of getting IT involved with the Business side for project planning and estimation? I'm looking for a template I can borrow that allows the IT area input into the overall business case development for a project, long before the details of the project plan and scope are defined.
