Scheduling tools are the tools that help to develop the project schedule (e.g. MS project, primavera). scheduling tools are part of PMIS which is EEF (PMBOK 5th 2.1.5). These tools are NOT in the control of the project team.
Schedule control tools (not scheduling control) are the tools that help to monitor and control the project schedule (e.g. charts related to schedule performance). These tools are in the control of the project team. Saving Changes...

My recommendation is going to the glossary of terms inside the PMBOK and search for definitions. Mainly if you are thinking in taking the certification exam. EEF are conditions (that are not tangible) and influence the decisions. In the case you describe words like tools, system are not software tools or software systems. And that is ok. The problem is some people use it as a synonim of sofware tools or systems. OPA are tangible because it does not exists if it is not inside some physical support. I have made lot of comments in the last review of future PMBOK version in this sence. Saving Changes...
