Seif,
Without going into details, this is very common in projects, at least this is my experience in construction projects.
I always handle this in a wise manner and present all facts to the clients or steering committee - Everything can be achieved but it also comes with cost and/or time implications in many occasions. Saving Changes...
In my view, here you need skills in communication . I have been reading , teaching and learning concepts as elaborated in books like Crucial Conversation and Non Violent Communication . The idea is you need to tell what has to be told but in a way that other person listen to it rather than rejects it. This starts with first connecting with the need of other stakeholders acknowledging it and than sharing your side of story . Once that is done work as team to find the solution. I know it is easy to say than done. Saving Changes...
Strong communication skill required to influence the steering committee in such situation. Saving Changes...

My duty as project manager is to assure that everything needed is ready to present the change to people who decide about the change. When they decide we proceed with the change. Saving Changes...

Good point, Sergio. The PM is not accountable nor responsible to create magic, but to manage the project. Sometimes happens that the steering committee has an inaccurate idea about the role and responsibilities of a PM. Saving Changes...
