Project Selection Criteria for individual Project Managers....

In majority of cases projects are poorly conceived or doesn't have the required level of support or something similar which ultimately results in project failure. Most of the times as project managers, we don't have much choice but take up the project, only to realise later of the inherent obstacles.

Is it wise for a Project Manager to do prior analysis and choose the type of projects that have a better chance of success or just take what has been assigned and do your best?

I could write a lot. Let me try taking this part of your comment: what determines project failure?That is a point where the project manager has the responsability to work with. Project failure is determined by the defined project objectives. And when you see places where somebody said "project fail because the project objectives are not achieved" and then you take a look to project objectives then you will see that the project objectives have been defined incorrectly. Most of them are product objectives instead of project objectives. For example, when people say that the project will give some benefit to the company they are totally wrong. The product/service/result created by the project will give some benefit but not the project itself. So, my recommendation, work hard (that is the right word in my personal experience) to define the project objectives correctly for your next initiative.

I am not much knowledgeable about how projects in sectors other than civil engineering construction projects, such as I.T.projects etc., are managed.In respect of construction projects, Project Managers appointed by the stakeholders - Project Owner and funding agency ,Architects,structural designers,PMC (for preparation and floating of of Bid document) will be individually and collectively responsible to their portion of shared responsibility right from conception,business case development,feasibility report,Detailed Project Report (DPR) stages of project development objectives. Poorly conceived project selection criteria/objective will have serious unmanageable impact/consequences on the performance of construction project managers who will be left with hardly any choice but to do a balancing act under the circumstances and ,perhaps,take the blame for project failure.
