cost per user training model

I have created a model for giving me the cost of training per user. I am looking to compare it to other similar projects to see if we are under, over or above the "average".

My project involves training 20,000 staff, at 600 locations, within a 1200 kilometre radius of head office. Training is predominately 4 hours face to face training using training labs we will set up.

We are averaging at ~ $40(aus) per user.

I realise each project is different, but i am after general feedback.
