how can I start a blog?

I may be blind, but I can't fin the "new blog" tab ...

Hi Josee,
Thanks for starting this. I think I may be a little too late but have you learned anything you can share about how to start a blog? i.e. how many entries do you require, what size your network should be?

As I saw a notification from Fatema's response, I am curious with the recent change to remove a member's influence score, how is a member able to earn the ability to create a blog? Does the algorithm remain in place behind the curtain to enable the option when a member hits a certain point? How can that member ascertain when that may appear or how close they are?

I personally don't remember, but would be great to receive a notification when the blog functionality has been enabled, as in, congratulations! you have earned the ability to create a blog. Here's how.....

Actually, the same would hold true for articles. I have no clue how to go about submitting one but I see articles posted on the home page of the community...
