There may be a better tool to use to map the future state of your business. In the past I have used flow diagrams in order to map out current processes and identify areas of improvement. From the flow diagram you can then identify the inputs/outputs and then format a new SIPOC. I do like your thought process. The SIPOC is a great tool and if used correctly can capture all levels of your process. Best wishes.

Thanks Michael! Flow diagrams mosly depicts 'input process output' relationship and depicts a process flow, as you rightly pointed out, and that is my view also, SIPOC model is more comprehensive as it refers to supplier and customer of your input, output, thus aligns respective user group for all purposes.

If you are project manager your focus are project requirements. If you are business analyst then your focus are product/service/result requirements that will be taken by the project manager to create project requirements. What you stated belongs to business analyst. If that is the case then let me say that you will find business requirements inside the result of the gap analysis between the actual business architecture and the future business architecture taking into account that architecture is defined by the strategy. Time ago I wrote an article about how to create the solution using enteprise architecture that was published by the PMI and the IIBA as "best practice". In that case I explained how to do that by using Tom Peter`s Seven S model as a tool.

Here comes the link. To be honest, the important thing is not it was refered as best practice. I wrote the article as a series of "how to" putting my personal work experience in a paper with things that works for me from years in different organizations and enviroments.
