Tools for these functions are developing. There full efficiency, I believe, is still dependent on the level of integration between HR and the projects environment.
At the top end, there are some interesting portfolio management tools such as Pacific Edge. From the bottom up perspective, a number of server tools such as Microsoft and Primavera have some workforce planning capacity.
Fundamentally it comes down to whether you want to drive a top down estimate of resourcing from the portfolio/program high level estimate, or from the detailed estimate at the project view.
