what phases is more important in project management? why?

PDCA management cycle is an important to improve quality and to implement of project in project management. 1) Plan- to develop program and method, 2) Do- to implement tasks 3) Check- to assess result and find problems 4) Action- to solve problems and to propose improvement tasks.

Perhaps I did not understand your point but let me say that when you put project management on earth you have to take into account the project management life cycle you will use. Project management life cycle is where you will define the phases. PDCA is a framework that you can use to define your life cycle model and from the life cycle model you will define your life cycle process and from the life cycle process you will define your method. For example, following new buzzwords like Agile (unfortunatelly it becomes that) you can take a life cycle model (adaptative), a life cycle process (iterative), and a life cycle method (SCRUM) to use it as your project life cycle.

IPECC is the formal project management cycle, sorry but I am not understanding the PDCA framework be asked in context of a project management cycle, slightly confusing for me.
