A friend of mine is doing a project for a client and she is only allowed to work 20 hours a week on that project . She is however required to submit a time-sheet of 40 hours and needs to justify the remainder of the 20 hours , having worked on a different project.
This is because their department only receives funding and justifies staff retention if the resources are 100% on Projects.
In spite of discussing this on numerous occasions with her boss, she finds herself in this situation.
What are your experiences or suggestions regarding the above scenario? Saving Changes...

Her boss keeps telling that they wanted to set her up for success and yet does not throw other challenging projects her way
Her colleagues know that she is excellent and can handle the situation particularly well if thrown at the deep end

Well, I am confused how they request her to justify 40 hours while she is allowed to work 20 on that specific project and thats the only project she has.
She probably needs to talk to her boss and tell him that she needs more than one project. Sometimes we say: Most of the time, you can only itch your skin with you own hands. This means that sometimes to get what we need, we have to speak up and not wait for others to notice and since you've mentioned she is good then there should be no problem and the worst case scenario if they didn't give her a job would be getting to know why.

Yes exactly. This is the case Deepesh, that managers are themselves trapped in their won challenges, do not have time to look for subordinates engagement.
In this kind of scenario, the loser shall be the subordinate as they will fall prey to the challenges of others.
In such kind of a situation, the subject must not keep siting idle, once they perform their tasks and yet having time, they must make use of this opportunity to go and connect with people across their own stream, discuss opportunities within organisation but outside their project, and look for an optimum opportunity to make a move.
The above suggestion is an alternate to the one which I gave first. Best would be the first one. Saving Changes...

100% on projects? That in itself is unrealistic. With holidays, vacation, sick days, training, meetings, an optimal % utilization for an employee is 80%-90%. Perhaps time for a new job. Saving Changes...

This is an ethics problem. In my mind it's clear, she CANNOT submit 40 hours when she is only working 20. This is falsification of records and is not tolerable...especially if she is a PMP where you subscribe to following the PMI Code of Ethics and Professional Conduct. She needs to let the client know she cannot do this and if the client insists she should be reporting it to either her management team or the client's management team. Saving Changes...
