The degree of WBS breakdown depends on many factors such as project type, complexity, available information and so on so it is somehow a case by case basis and you can tailor it to suit your requirements unless there are other factors which you wanted to mention in your question as it looks incomplete (This is mostly ... )

Thanks Rami for the reply. The doubt is associated to that an activity, which is composed of several steps (subactivities) can be considered as a deliverable.
