Project visibility with Resource Managers

Have you had an experience where the project that you are running is in the lowest pecking order of the resource manager and they are so busy that you are unable to get hold of them especially when you need them to make a key decision on the Solution delivered by the Project?

obviously this creates some level of frustration . But keeping aside human emotions, what do you do to get the best outcome in the situations such as these?

Tell us more about your roles, what you do and what is requiring approval? So far I assume you're the IT PM that is delivering a solution (server farm or software application build or enhancements to existing application?) and the resource manager makes a decision on the (build, enhancements, requirements??) for the project. Why is your project low priority? This will help us provide some insights and responses. Thanks.

Yes , lets assume that I am the IT PM delivering the solution and the Resource Manager here is actually at a very high management level and they are the System owner that will eventually accept the system in Production.

They have a number of projects that they provide resources for and by the time my project kicked off , it was lowest in their pecking order

Without a sponsor you will have to increase your visibility and influence as Thomas as suggested. Your other options is to find a way to work on more strategic projects with higher priority. It will be important to continue to make relationship and partnerships so you can switch and shift in your career path.

Yes, it's difficult. It depends if the organization you work for has a formal process of resource management, and whether there is escalation process. And you may need to make a very formal notification to all stakeholders regarding the resource issues. Highlight it in you risk management meeting. Hope the issue becomes high profile and encourages someone to take actions!

Imaging for a moment that all the good resources strive to be on your project, because they know it will be a great success and they can make a difference. Resource managers will not have the power to starve you out, but will try to please you. Clients are excited and trust you.

How to get there?
It is a long journey and they key is leadership, influence and networking.
If you do not start today, you will never get there.
