If your firm is using DevOps?

I don't have a rate of improvement quantitatively but I can tell you that qualitatively the team definitely produced better install packages with less errors when using DevOps. Even with a bare bones cast of one-two people, having the consistency of a specific team to do the final build and test was worth its weight in gold. Especially if they were good at what they did. I'm sure you'll get some other responses which may help with your quantitative ask, otherwise, search around and you may find the ROI you need to justify designating a small cadre of people to start.
