Unless you are the Project Manager that is bringing about a Strategy change , there should always be an Executive /Portfolio Manager or Divisional Head that is responsible for organizational Strategy.

The Project Charter should clearly already define how the Project is going to align with the Organizational Strategy.

The Executive or Sponsor wouldn't necessarily request a project that is not going to align with the Organizational Strategy and/or direction and/or to assist the Business in improving it's efficiency.
