I agree with that as well. Although, some people think project and program are interchangeable definitions and are the same thing, when they aren't.

Some additional aspects:
- in any organization doing projects there is a portfolio, if it is formally called so or not, if there are portfolio specific processes or not. This differs from programs and projects that must be chartered.
- program components could be sub-programs, projects or other work. I ran a program where I included data center operations as other work, a considerable junk of work.
