How do Program Managers differ from CRM (customer relationship managers) who work with project managers to steer a project from start to finish? Are CRMs and Program managers assigned the same roles and responsibilities

You may want to review the discussion in the Project Management v Program Management topic. You appear to be describing three distinct roles here:

Program Manager -- one who oversees the delivery of strategy through multiple projects.

Project Manager -- one who leads a specific project

Customer Relationship Manager: key stakeholder in a project, and/or subject matter expert, project team member.

I tend to agree with Rita, that is that Program Managers and CR Managers are commonly seen as different beasts. However your question does raise an interesting issue; i.e. the degree to which we recognise the criticality of Relationship Management in a Program Management role. I would suggest that Relationship Management is a key communication role for a Program Manager - taking a strategic communications lead in the overall program environment and assisting their project managers at a global communication level. Dare I say it, for those countries with PM Competency Standards, Relationship Management should be included in the suite of required communication competencies for Program Managers.
