Even though Nominal Group Technique is a technique that enhances brainstorming with a voting process used to rank the most useful ideas for further brainstorming or for prioritization and Brainstorming is A general data gathering and creativity technique that can be used to identify risks, ideas, or solutions to issues by using a group of team members or subject matter experts.

A brainstorming session is usually done to generate creative ideas and possible solutions where every participant is encouraged to think aloud and suggest as many as possible regardless how bizarre, outlandish these ideas may be. No answer is judged right or wrong. In a nutshell, brainstorming--gather many ideas as much as you can.
After the gathering of these ideas, they are filtered, evaluated, deliberated in a separate session leading to nominal group technique.
A resource speaker had shared to us that many great ideas were once bizaare before becoming great and accepted.
Whereas in Nominal Group Technique, the group identifies problems, generates specific solutions needed for decision making. The group deliberates on the recommended solutions, etc. for a consensus or voting..... Saving Changes...
During brainstorming, i understand that the priority is to generate as many ideas as possible and not the evaluate or criticize or have an opinion, During this phase, you need to involve a broader stakeholders and engage with then to get these ideas.
This could be the tool to use for risk identification or benefit identification.
As a second stage, one can use the nominal group to review and narrow down on these ideas to work on those which really matters based on what is important for the program/project Saving Changes...
