This could be a problem is they don't own up to the verbal commitment. I would tend to just make up an Authorization form that identifies the product, cost, purpose and acknowldegment that they will pay for it. Another option is to have them buy it directly and then allow your usage.
The real rub comes if the project was quoted as a fixed fee and does not reflect the additional software.
