While I agree with Sergio re objective measurements I think it is fairly safe to assume the 'good' in this context is meant to mean a PM who can deliver a successful project. Again 'successful' is subjective so lets assume this to mean adding value within the triple constraint. And this is exactly the value a good PM brings to the table - the ability not only to execute a project within time, cost and scope but doing so by ensuring that the end result adds or increases value in the stakeholder business process/es. It is important, I think, to be a servant leader today in project management. In an environment where a PM may not be (and often isn't) the subject matter expert, arrogance will get in the way of the success of the team.
