Where is the Voice of the Agile Experts?....I NEED YOU....I am researching the topic of Organizational Agility and new models for Resource Management. Moving from Individual contributers to EMPOWERED TEAMS. Moving from hourly tracking to velocity tracking. How are you tracking resource availability in an agile environment? Do you keep an inventory of resources? What information are you tracking related to resources?

Second: understand what Agile really is. Search for results of the forum where Agile was born (I was part) by searching for Rick Dove's book Response Ability. Thank you Sergio for the references and your feedback. It is old and ugly. To be honest, even in traditional project management resource management was very difficult to implement or find an effective way of making work for large organizations. Many of those large organizations that attempted to mature on this component, are also trying to transition to an agile mindset. Thank you for your expertise...we just need to create new knowledge and there is so much information out there and confusion that somehow we need to attempt to define what resource management look like in an agile environment or eliminate it all together... ;-) Can we interview you?

I think you have several ideas turning around in your mind. You need to order it first to get the rigth answer you want. Yes there is a relaationship between these, but you must to read about agile, as Sergio says, understand the diference with non-agile, and look for information about how to include agile in non agile organization

I work in an software company, and we are trying to move to agile, but still a lot of procedures that make it hard to do, is not only to say: lets go to work on agile stile, is to make the people go in the same way, teach them, do they to follow you, and learn too

You will find the answers to your questions here: 1-System Thinking applied to organizations. That is the basemed to implement Agile into organizations at all level. You can search for Mario Bunge, Prahalad, Ackoff work on that field. 2-Rick Dove`s book "Response Ability" which contains most of the results of USA DoD NSF/Agility Forum (1990, I was part) which is the place where Agile and Agility terms were created and where a model to define Agile from organizational strategy was created. As you know, any function inside an organization is defined from strategy so HR (just is case is defined as a function) will inheret that. 3-CMU SEI People CMM model and TPS model. Here you have a model that you can use as a checklist to understand what you have to take into account to answer your questions focused on human resources.

Organization agility is EXTREMELY difficult to achieve and maintain. Internal politics are the most common roadblock that I see.
