This is a difficult one...

Stakeholders could be complicated even when a PM applies all kknoweledge and theory to work with them.

Sometimes stakeholders even change decisions or their words even after maintaining minutes of meeting. My personal experience is client do not approve any decision/document as well.
- Make the stakeholders to join decision making meetings and get their consent. To be a decision maker gives some positive feeling.
- Maintain meeting notes and share with sponsor/top management as well.
- Keep a very strong communication and stakeholders engagement plan
- Increase in number of meetings and asking for feedback for all minor things can improve trust building.
