Do you mean undefined goals or undefined Key Performance Indicators?
Undefined goals in a project should really be dealt with in the initiating stage otherwise, as Ed says you'll be left with a wish list and how do you know which ones are important? You could end up focusing resources on scope that stakeholders do not feel important.
Undefined KPIs could again result in wasting resources as you either exceed or do not meet the stakeholders expectations in meeting criteria. Saving Changes...

One of the important criteria for project selection is the alignment to Goals and Objectives of business. PM's main responsibility to measure and monitor the project objectives and need take timely action to align the project elements towards the project objective. Failing to meet the objectives is a project failure leading to failure of the entire organization. It not only results in financial losses but also negates the business persistence. On the other hand, customer and consultant satisfaction and trust gets reduced (to almost nil in some cases). In this case, its difficult or the organization to re-establish and obtain similar projects in the future. Saving Changes...

To understand the consequences of an undefined goal, you have to look at the reality of the situation. You don't know what you want to accomplish, the effort required, the budget needed, the people needed, or the time needed. You don't know if it's realistic, and it may not be relevant to what you should be working on.
The consequence of an undefined goal is that progress cannot be measured, you cannot estimate when it will be achieved, or how much it will cost. You may spend a lot of time and resources working on something that should not be worked on.
The outcome of this situation is one of two things. 1) You will either fail because you have run out of money, time, or people to work on it. 2) You will succeed. On accident.
Even if you have unlimited money, time, and people, you will probably fail because its probably a bad idea to begin with, but you have no way to tell because you don't really know what you want to accomplish. Unless you are one of the small percentage of people who just get lucky. Then you get treated like a hero, until the next time when you are, once more, expected to perform magic. Saving Changes...
