Our company is thinking of outsourcing a component of it's IT services. A few vendors were asked to submit a proposal to offer their services based on a copy of our high level scope document (which was prepared by the head of IT). I have been asked to manage the requirements from a business perspective but am unsure as to what deliverables I need since this does not fall into the framework of SDLC ie. there are no system changes.
A requirements document doesn't seem to fit because even though I can sort of assume they have decided to go down the outsourcing path, there are some budgetary constraints which in effect means that if the costs are found to be unexpectedly high they might drop it.
Should I be writing a business case instead since no cost/benefits analysis has been done ? But the CIO seems to be quite in favour of outsourcing and therefore thinks it's justifiable which seems to me that a business case may be a waste of time and that I should jump straight into requirements and use this to compare with what the vendors have proposed. Identify the gaps and use this and the costings to determine the most suitable vendor.
If a business case is a more appropriate deliverable what should I include in there ?
