Nigeria Airways Flight 2120 disaster. According to Wikipedia, PM's fault?

I watched last night a Mayday show about the plane crash occurred in Jeddah. Browsing it at Wikipedia (https://en.wikipedia.org/wiki/Nigeria_Airways_Flight_2120) I read the following:

Prior to departure, the lead mechanic had noticed that the "#2 and #4 tire pressures were below the minimum for flight dispatch"[1] and attempted to inflate them, but no nitrogen gas was readily available, and the project manager, unwilling to accept a delay, disregarded the problem and readied the aircraft for dispatch.

I'd like to hear your inputs on this matter and learn from your personal experiences when taking hasty decisions and their impact on projects.
