Multiple Project Process & Procedure

Greetings,
Background: I'm working as a business analyst/project manager on a software project that has 10 different teams. My role is to create and manage a process that integrates the 10 different project plans. The 10 project plans are being maintained by each team's project lead. (Although I've lobbied for an enterprise tool, I'm stuck using MS Project Standard 2003.) I will need to create EV reports and track deliverables and overall status.

Issue: I think the best way to manage this is to use the master/sub-project functionality in MS Project. This will require standardized plans (I am creating a template that all the teams will use) and consistent plan updates (I am creating procedures for updating the plan); this is critical for accurate EV and status reports

Question: I'd like to receive feedback regarding my approach and to hear how others have handled similar challenges.

Why would you want to do that? Is it possible for all that info to roll up into something meaningful or will you spend more time keeping it all updated then time that the actual result saves? If you it all out let me know.
