Project Stakeholders are defined as:

A. Individuals and organisations who use the project's product, service or result.
B. Individuals and organisations whose interest may be positively or negatively affected as a result of project execution or successful project completion
C. Individuals and organisations who provide the financial resources for, and oversee the work of the project.
D. Individuals and organisations who could impact, or be impacted by a decision, activity or outcome of the project.

I am for B as well ....A = Customer , C = Sponsor , D = could be stakeholders but not exactly PMIs definition of a Stakeholder

B can't explain on those who positively or negatively impact the project.

I agree with Sungjoon . I revisited the Stakeholder Management and D is the correct answer.
