Depending upon your project, you might be able to finish them in parallel, but technically, you can't close the project until after everything else is done. Here is a good explanation:

I would agree with Aaron here. Generally, in practice, you complete the work, get acceptance from the client or customer, notify the contractor that they need to go to closeout, document the project, and complete close project with a retrospective.
I would never close out a procurement until the customer sign-off indicates you no longer need the contractor. part of their closeout is usually the product, service, or process documentation. Saving Changes...
