Yes most certainly you can do Plan Risk Management before others . Look at the Inputs - Stakeholder Register, Organisational Process Assets, Enterprise Environmental factors , PMP and Project Charter.
but like Eric said, its very easy to overlook schedule, quality, scope, cost, human resources, communication , procurement risks .
Also, You would quite possibly end up updating the documents and it will be a rework which you would rather avoid Saving Changes...
You may start the process of Plan Risk Management at the initiating and planning stage before planning has not been completed. However, this process should be initially completed with other related processes in planning domain and /or other domains. Likewise, the process of Identify the Risks might begin when the Project Charter is creating or even earlier . I include Risk Management as a part of all my team meetings. The process can be started in the planning domain and carried through to close-out. As everyone here agreed it should be performed iteratively and interactively.
Risk planning should ramp up as the project ramps up so there is recognition of the potential for certain types of risk and the trending of the risk. Also a big help is if you tend to do the same type of projects and you performed your lessons learned, kept a good risk register and were open and honest about the challenges then you should always have a good start on what possible risks there might be as well as a plan for how to respond to them. Sorry, but what you state is not right. You are performing, sometimes without know it, risk management from the very beginning when the idea or the need appears.
